Hi,
I think it makes sense to have some capability for a user to mark processed miniSEED in such a way that it could be distinguished from the raw data delivered by a data center. The potential for confusing original, raw miniSEED with something we at the IRIS DMC are concerned with and this might help.
Some wording like "The U quality indicator is intended for use only by end-data users and is generally not archived at or distributed from data centers." might help clarify the scope of its usage.
